Bought a dell s2009wb online and it wont work.  It shows my desktop for about 2 seconds than goes black, but the white light is still on.  My pc is a dell optiplex gx270, using the vga cable.  Tried it on my laptop but still does the same thing.

Are you able to boot into safe mode or vga mode? Power on the pc and start pressing F8 until you get the boot options screen and then choose VGA mode or Safe mode.

Tried both, same situation.  It's wierd, after it goes black(2 seconds later), I can take a flashlight and shine it on the screen and see my desktop, barely.  Not sure if its the monitor, since the picture does look fine for 2 seconds, and if I turn it off and on it shows up fine for 2 more seconds.

If you can barely see the desktop then the back light is bad. Return it and get another one. Good luck.

Yeah I had the same problem with my dell s2009wb. Apparantly it's quite common with this model. I took it back and got a refund. It was quite cheap anyway so I suppose you get what you pay for.
