Yes, there is a charge for GS to diagnose a problem.

The majority of the time computer monitors are non-repairable or just too costly to repair. Is it under warranty? If not, then just take the high cost of GS troubleshooting fee and put it towards a new monitor.
Somethings to check though is to make sure the power cable is not loose in the back of the monitor and also the wall outlet.

Interesting I also have a Gateway monitor that just died on me. I am interested in replacing it because I hear it is not worth the cost of repair. This is for a desktop and I have also been looking at a camera to use SKYPE. Is there a monitor out there that has a camera and a microphone that will replace purchasing both?

I can't personally say I've seen any desktop monitors with built in webcams. That's my experience though.
