Hi, I am thinking of buying a new laptop from you, but I wanted to know the procedure to ask for a MS License refund, since almost all laptop have Windows installed, and I do not plan to use Windows, I need a refund, thanks in advance...

You'll need to go through the computer manufacturer, not best buy for this.

Microsoft or Best Buy have nothing to do with Windows license refunds. AFAIK, you would have to contact the OEM; which rarely results in success and is a complete waste of time for a mere $25-30 when you consider the time and effort spent.
