I am planning to buy the Nikon D3100 14.2MP Digital SLR Camera, Bag and Extra 55-200mm Zoom Lens (sku  9999151800050027 ).

What I wanted to know is if the extra lens (55-200mm) is VR. 

On the website in the description it states that it's a "non-vibration reduction" ... is this to be understood as this is not a VR lens ??

I can't tell if the information is stated to mean non vibration lense and plus vibration reduction (which  are the same thing).
