" ..... a chargeback claim would be denied since the tracking number is "proof" that it was delivered. "

That is not entirely correct.
The only acceptable "Proof" of delivery. Would be if the package was actually signed for by the intended recipient. Or, signed for by an authorized representative of the intended recipient.
If the intended recipient specifically instructed UPS to leave the package on the porch, or wherever. Then the intended recipient is out of luck, if UPS claims that they did leave it on the porch. And then the package somehow disappeared.
However, if UPS was not specifically instructed to leave the package somewhere. And then the driver claims to have left the package outside, without getting a signature. As often happens, because the driver wants to avoid a return trip. And then the package disappears. UPS is responsible for the missing package, and will pay out the insured amount to BBY.
If the package was actually signed for. Then the Online Tracking Info would include the name of the person who signed for it, and the specific location where it was delivered to and signed for. For example: 'Signed for by Mary Smith neighbor Apt 32B' Having a Tracking Number that claims the package was delivered, without being signed for, does not prove anything.
However, the first step is to inform Best Buy that, regardless of what the Tracking Info says, the package was not actually delivered. Insist on seeing a signature.
Nothing will happen until Best Buy reports the problem to UPS.
In my own personal experience. UPS handles such matters quickly and fairly. But the claim MUST originate from the party that shipped the package, in this case Best Buy.

I never advocated any attempt at a charge back.
My post very specifically addressed the incorrect assertion that a Tracking Number was "Proof" of delivery.
Your relentless hostility toward me is very unbecoming, and bores me. It only serves to confirm that you are, what you are.
I suggest that you find somebody else to argue with.
