I bought two Iphone 4s two weeks ago at Best Buy Mobile #2904 in Fort Lauderdale (Sawgrass Mall) to use in Brazil. I asked for two unblocked Iphone 4s and i was charged full price for that. But when i arrived in Brazil both iphones was unable to connect with brazilian carriers.
I have been informed by the local Apple, that unblocked iphone arrives without a micro-SIM card, so you’ll need an active micro-SIM card from any supported GSM carrier worldwide.
Both iphones that i bought from best buy came with AT&T mcro-SIM card, so i believe that i have had paid for unblocked iphones, and two AT&T blocked iphones was delivered to me, by mistake.
I am in Brazil now, and i want to know how should i proceed to exchange the products.

Ok, but i asked for unlocked Iphones. The seller told me that both Iphone were unlocked and i can use in Brazil. Apple Brazil does not unlock Iphone 4s, so now i have two locked phones and i want to exchange the products.

Thank you for your message. As DanK has mentioned, we do not sell the iPhone 4S unlocked. We do however are able to sell the iPhone 4s without a contract, still the iPhone would be configured to Sprint’s, Verizon’s or in your case AT&T’s network. I apologize for any misunderstanding at the time of purchase.

First of all, i would to emphasize that was not a misunderstood. I was really concerned about the possibility of those Iphones were locked, so for several times i have asked if they are really unlocked, telling my intentions to use both in Brazil.
I was also told to do not turn on the devices in U.S by the staff of the store, because this would block the Iphones with the local carrier (AT & T). I strongly believe that Best Buy must verify if their employees have correct information about this kind of device.
I checked information about Jailbreak and there is no carrier unlock for Iphone 4s, only for older devices.
This determines that i have to return both Iphones, once they will not work in Brazil. Actually, my vacation period is over and i do not have someone in the U.S. to return them to a Best Buy store. I want to check the possibility of sending the products direct to Best Buy. I also want to know if there is problem to send them without the original boxes.

I'd work with Jesus in this matter. It seems to me that in this circumstance, if you act proactively, they should be willing to make an exception for the return. You are within the period, you know you want to return them, and you've made corporate aware of your intentions.
I do hope they will be understanding and offer you an exception, due to the circumstances, but since I have no affiliation with Best Buy, I can't guarantee anything. A thread like this is a nice change from the more typical "I didn't read the return policy and want to return this 3 months later".
