Elizabeth--
You are correct---the policies do read differently. With regard to Bestbuy.com, the policy states:
"Does BestBuy.com match the prices of other retailers?
At this time, the BestBuy.com Price Guarantee does not cover the prices listed by other online or store retailers."
While not matching an online competitor is consistent with BB's match guarantee, I see no valid reason why Best Buy is unwilling to match its on-line pricing with a 'brick and mortar' retailer. If bestbuy.com can't (won't) compete with a store while at the same time claiming that its stores can't (won't) compete with on-line retailers, the there appears to be a disconnect in its logic.
Why would I---or anyone else---pay 50% more at BB (on sale) for a 2nd generation GPS unit? As more and more shoppers become savvy or look more seriously at pinching pennies, BB will steadily drive those shoppers to make e-tail purchases; saving money on the retail price and taxes. With bestbuy.com's pricing, it won't be a player in that scenario.
