I figured I should ask this question now, since I intend to use my $10 off a $29.99 or higher pre-owned title coupon on Monday to purchase a copy of Skyrim for the Playstation 3 at my closest store. I just wanted to know if the PM policy applies towards pre-owned purchases or not, since I noticed a couple of games that I bought in the past had dropped and did so within my 45 day window.
However, since I was unsure of whether or not those purchases applied to the PM policy I did nothing to attempt to get refunds on the differences.

Thanks for your post about price matching Best Buy pre-owned games. That is a great question! It's my understanding that the price match policy does apply to the pre-owned games we sell. After reviewing the Price Match Guarantee, nothing is outlined specifically to say that pre-owned games are excluded. I would say that it is safe to go ahead and work with the store on those games you've purchased, as long as you are within your premier silver window of 45 days.
Not a few minutes after posting, it does state that it does not apply to refurished/used items. The pre-owned games that we sell are factory sealed just like a new item, but because it is technically considered used or refurbished, it would not be eligible for a price match. I truly apologize for this and I hope that my correction reaches you in time and does not impact any experience you may have at the store!
Please note that if the games are opened, the store would not be able to do a return and repurchase of the items, since opened games, including preowned games, cannot be returned. Any exception would be at the discretion of the store.

Oh well. I do thank you for the reply, Mariel. I was curious about this, as I know that some prior pre-owned games I've purchased have dropped in price(either temporarily due to one day or a weeklong sale) after I bought them and within the return period for the items.

You could always see if the store could work with you on it. I can't guarantee it, because any exception is at the store's discretion, but it's always worth a shot. Sorry again for my mistake!
