No. You need some sort of state or federal photo ID.
How do you have a driving permit without a photo?

Turns out that the guy just needed to see my face and name, so the school ID worked.
btw, you receive a paper version of the permit while the permit card processes.

That must be a state thing, within his state. I have heard of some states that issue paper ID's until the plastic permanent one is sent to you. Kansas does that, but that's the only one I know for sure.
My boyfriend had to get his Kansas License reissued, and they gave him a paper copy (with a photo however) to use until the plastic one was sent out a few weeks later.
In my state (Missouri), you get a permit that's just like a driver's license, except that it has the word "PERMIT" across the front of the ID.
The ID's are set up differently too. If you're a minor, the photo is on the left hand side, with the word "RESTRICTED" or something like that across the front, and the date that you turn 21 on it. Then once you turn 21, and your picture flips to the right side, and then all the extra information disappears.
Just thought I'd throw that in.
