Q: I need a recommendation for a cheap dryer (under $400) that has decent resell value.

There are plenty of good dryers for less then $400, I would look at Whirlpools, or Maytags.  Unfortunately, in my experience, there is no such thing as decent resell value in any appliance. Once it's been used you would be lucky to get half of what you paid.
